Parking charges rise?

BEXHILL residents should know that on Monday, February 6, Rother District Council’s Services Overview and Scrutiny Committee will consider a recommendation that car parking charges be increased and the hours of operation extended.

If accepted, the minimum charge for one hour will increase from 80p to £1. Charges will apply up until 8pm, instead of 6pm as at present and charges will be introduced at the currently free car parks at Little Common and Manor Barn - unless at the latter the Old Town Preservation Society can be persuaded to take over responsibility for it.

Despite the fact that the Road Traffic Act 1984 specifies that charges should be set to manage demand, not to raise revenue, the working group recommending these increases “was tasked to achieve an increase in income”, not the management of demand for parking.

Local authorities that take such a course of action are likely to be acting unlawfully and recent government guidance is that charges should be cut, not increased.

Local residents with views on these proposals should address them to the Cllr Paul Osborne (cllr.paul.osborne@rother.gov.uk), chairman of the Services Overview and Scrutiny Committee: Cllr Simon Elford (cllr.simon.elford@rother.gov.uk), chairman of the working group, or their local councillor.
