1,000 new homes - plan

A DRAFT document outlining plans for over 1,000 homes and space for industry will be examined by councillors on Monday.

Rother's cabinet will be asked to approve a 'masterplan' for the proposed development in North East Bexhill.

They will decide whether to allow the director of services to publish the 'supplementary planning document' (SPD) and illustrative material for consultation.

The document gives further guidance on the phasing and density of the development and the necessary infrastructure.

The scheme, which is still reliant on the building of the 89 million link road, will be built on 100 hectares of land north of Sidley and Pebsham.

Members will be told SPD is necessary to be in the position for development to take place, "at the earliest opportunity."

Officers are seeking a six-week consultation period in July with exhibitions in Pebsham and Sidley.

Comments will be reported back to cabinet in October.

Significant aspects of the document include:

p That the development should be highly sustainable, including in terms of its resource implications for water, energy and impact on CO2 emissions.

p An arterial route from the Link Road to Wrestwood Road to be designed as an 'urban street' in the form of a high street, and be constructed as soon as possible.

p A 'country avenue' east of the 'high street' to be a low volume route primarily for cycle and pedestrian use, as well as frontage access.

p Various links to the Pebsham estate to enable easy access to facilities, jobs and the countryside.

p The option of a vehicular link from housing to the east to Watermill Lane be included.

p Considerable green areas be set aside both for informal and formal play, amenity space and walking/cycling, as well as to accommodate the large numbers of badgers.

Director of services Anthony Leonard said: "Preparation of the SPD is a commitment in the council's local development scheme, while delays in its production would significantly increase the likelihood of development '“ both for residential and employment purposes '“ being deferred and/or not progressing in a comprehensive and co-ordinated manner.

This would be detrimental to the proper planning of the area, not least in the pressure it would place for development elsewhere in the district, and to the longer term social and economic 'health' of Bexhill."
