Why can drivers break the rules?

I would like to make a comment regarding Roger Siggery's remarks, about cycle riding on pavements.

Yes of course it would be good, if in our latter years, we could take to the roads of Bexhill and Cooden to stay fit, and keep us out of the doctors and hospitals.

Mr Siggery must know that it is not safe on the roads/car parks/or any other place an out of control car can get in the above area. Riding on the pavement is safer, because there are no cars.

Although as the local paper has pointed out in recent weeks, the pavements have also been driven along.

When out I am courteous to pedestrians, and have never been questioned about my pavement riding.

Also why can cars park in cycle lanes?

Why can cars reverse out of drives without looking?

Why can elderly people be so rude to other road users?

Why can cars be driven at excess speed, the speed signs are a limit, not a target.

Last, but by no means least, how can a man of reasonable intelligence (Mr Siggery) even suggest that it is foolish to wear a safety helmet.
