Eastbourne's RNLI lifeboat was launched at 4.25pm, according to the RNLI website.
Pictures from the scene show the Coastguard helicopter hovering over the lifeboat in the harbour, combing the ocean.
An eyewitness said vehicles from Sussex Police and the South East Coast Ambulance Service were parked on the shore.
The emergency services have been approached for more information.
